✎ A Saboteur in a 4-Loyalist sample MUST vote Yes — or expose themselves the next turn.

Wants 7 Laws to pass.

Wants 5 Laws to fail OR all 3 saboteurs to remain on council.
Each turn, 5 council members are randomly selected.
Each writes Yes/No secretly.
Law passes if majority Yes.
Council may accuse one member. Majority vote = exiled. Role revealed only at game end.
7 Laws pass.
5 Laws fail OR all 3 saboteurs remain on council at game end.
The random sampling mechanic means Saboteurs can't always vote No (they might be in a council where they're outnumbered, forcing them to vote Yes to avoid suspicion). It's Resistance/Avalon but with a sampling pressure that creates real tactical voting.
